What does moving to "the Cloud" actually mean ?
The answer is that it means different things to different people. Broadly speaking the term refers to moving IT services to the internet or "the cloud". For example, accessing your email from your PC is a local email solution. An email service like HOTMAIL or GMAIL is a "cloud" application service - because its functionality is fully available on the internet from anywhere.
This definition however may assume that these services are also being hosted by a professional Data Centre with fully redundant infrastructure including back-bone connections to the internet, and this is not necessarily the case...
